Purpose

返回某账户作出的权益份额委托（vesting delegation）。参数：delegator_account:string；start_account:string；limit:int 最大 1000

delegator_account (string)	start_account (string)	limit (int)
"steemit"	null	10	查询名为 "steemit" 的账户最多 10 条权益份额委托。
