Purpose

Retourne les délégations de vesting (vesting delegation) arrivant à expiration pour un compte. Paramètres : account:string, after:timestamp

account (string)	after (timestamp)
"steemit"	"2018-01-01T00:00:00"	Interroge le vesting arrivant à expiration après le 1er janvier 2018.
"alice"	"2017-12-01T00:00:00"	Interroge le vesting arrivant à expiration après le 1er décembre 2017.
