Purpose

Devuelve una lista de historiales de la autoridad de propietario (owner authority). Parámetros: start:array, limit:int

start (array)	limit (int)
["steemit", "1970-01-01T00:00:00"]	10	Consulta el historial de propietario empezando por la cuenta llamada "steemit" en "1970-01-01T00:00:00", límite de 10 resultados.
["alice", "1970-01-01T00:00:00"]	10	Consulta el historial de propietario empezando por la cuenta llamada "alice", límite de 10 resultados.
